Classroom construction to minimum CCEYA floor area requirements, appropriate acoustics, durable and safe flooring, storage cubbies, and age-appropriate sink provisions within or adjacent to rooms.
Child Washrooms
Licensed washrooms built to child-scaled fixture heights and CCEYA ratio requirements. Accessible fixtures, proper ventilation, durable surfaces, and change table provisions for infant rooms.
Sleep Rooms
Dedicated sleep room construction with appropriate lighting control, ventilation, and supervision windows or glazing to CCEYA requirements for infant and toddler programs.
Secure Entry & Reception

Full management of Group A, Division 2 occupancy classification and change-of-use permits. We coordinate with your architect, the building department, and Ministry of Education licensing requirements from start to final inspection.

Licensed childcare facilities in Ontario face overlapping regulatory requirements. VNG is familiar with all three and builds to satisfy each simultaneously, so you are not going back to make changes after one inspector clears you and another does not.
Ontario Building Code, Group A Occupancy
Childcare centres are classified as Group A, Division 2 assembly occupancy under the OBC. This triggers requirements for egress, fire separation, occupant load calculations, accessibility, and washroom counts that differ significantly from office or retail occupancy. We build to these standards from day one.
CCEYA Physical Environment Requirements
The Child Care and Early Years Act specifies minimum floor areas per child by age group, washroom ratios, sleep room provisions, outdoor play area access, and safe materials. The Ministry of Education licensing inspector reviews compliance with these requirements separately from the building permit inspection.
Municipal Zoning & Change-of-Use
Many daycare locations require a change-of-use permit from the previous occupancy. VNG manages the full change-of-use process including coordinating architect drawings, submitting applications, and responding to plan examiner comments across all GTA municipalities.
Fire Code & Emergency Egress
Licensed childcare facilities require compliant emergency egress routes, emergency lighting, fire alarm systems, and fire suppression provisions appropriate to the occupancy and building type. We coordinate with your fire code consultant and local fire marshal.
